Old District Customer: An "Old District Customer" is defined as any user who lives within the boundaries of the original "Tax District" plus any areas that were annexed into the district prior to 1982.
  New District Customer: A "New District Customer" is defined as any user who lives within any area that has been annexed into the ICWD since June 30, 1982, and any area that may be served by the District as a "Service Area."
  Service for billing purposes shall begin on the date the service connection is installed.  You will be billed for service whether water is used or not.  Every metered water supply service shall have a monthly minimum charge according to the following schedule:
